Peru. The Ministry of Transport and Communications (MTC) presented the second proposal for the reorganization of the 2.3 GHz and 2.5 GHz bands, which proposes new distributions for existing operators, within the reorganization procedure, approved with Supreme Decree No. 016-2018-MTC, which is based on principles of transparency, predictability and legal certainty.
As a result of this operation, it is expected to recover 90 MHz nationwide, 60 MHz correspond to the 2.5 GHz band and 30 MHz to the 2.3 GHz. This spectrum obtained will be allocated by public tender, at a later stage, where it is estimated to encourage investment commitments, especially in areas of preferential social interest.
The proposals shown include the comments received and what was developed in working meetings with the companies involved in the process, which were published in the Official Gazette El Peruano through Directorial Resolutions No. 066-2019-MTC/27 and 067-2019-MTC/27, respectively.
The reorganization initiatives presented by the MTC were presented in public hearings, where the operators involved and other interested parties expressed their opinions regarding this scheme of proposals. As is public knowledge, the reorganization processes, under the provisions of Supreme Decree No. 018-2018-MTC, are characterized by being transparent, participatory, simplified, and stakeholder consultations are promoted, prior to the adoption of decisions.
The final reorganization of the spectrum in both bands will be known in the coming months, where, in addition, investment commitments will be established for companies through the expansion of 3G and 4G mobile service and free high-speed internet for educational institutions.
The reorganization process will allow the bands to be adapted for a better use of the radio spectrum, which will avoid the concentration of the spectrum in Lima and Callao, to give way to a better redistribution of the same at the national level.
