Colombia. The National Television Authority, ANTV, issued resolution 1813 by means of which the regime of consideration for the subscription television service is modified, aimed at generating equal conditions between operators based on the new challenges of the industry.
The measure is the result of a rigorous work where it was established, among other aspects, the need to reduce the differences and the existing gap by type of technology. To fulfill this purpose, it was defined that the value for compensation and other variable charges paid for the provision of the service will not correspond to a fixed value per subscriber, but will be a percentage of the income generated by the operator.
In this way, the payment will be proportional to the size of the operator and additionally will be a solution for user under-reporting problems. The resolution arises from the continuous monitoring carried out by the ANTV to the dynamics and opportunities of the market, this with the aim of guaranteeing the principles of equity, proportionality and reasonableness in the country's industry.
"This fact ratifies the commitment of the ANTV with the new challenges of the industry and the business schemes of the country, the construction of equitable models and the promotion of free competition among operators, which provide the subscription television service regardless of their technological capital," said the director of the entity, Angela Maria Mora Soto.
The resolution will enter into force from November 1, 2017 and in turn will repeal other provisions, especially those expressed in Resolution 045 of 2012. All this in the search to improve the conditions in the access, use and exploitation of a State good.
