Peru. The Coordinator of Local Media, Medios Perú, made up of the owners of the affiliated radio and television stations, is denouncing illegal and illegitimate actions and the evident commission of a criminal offense incurred by the Technical Secretary of CONCORTV, Miriam Larco Sicheri. Faced with these facts, the entity pronounced itself through the following statement:
First: Last Thursday, February 23, the Radio and Television Advisory Council -CONCORTV- held a council session, in which they discussed the complaints and denunciations made publicly against CONCORTV, by Edgar Guevara Soto, representative of the local media of Peru.
Second: In the afternoon of that same day, the technical secretary of CONCORTV, Miriam Larco Sicheri illegally and illegitimately, sent several people via email two surreptitiously recorded audios. The interlocutors are Edgar Guevara Soto, Director of the Local Media Coordinator (MEDIOS PERÚ) and Miriam Larco Sicheri, Technical Secretary of CONCORTV. The dates of the meetings would be from the beginning of 2015 and June 2016, both occurred inside the headquarters of the Ministry of Transport and Communications, in the CONCORTV office.
Third: In the audios there is no evidence of any crime. There is not even the attempt of something irregular, quite the contrary, despite the fact that Miriam Larco intends to take the conversation to her interest, at all times Edgar Guevara asks Larco that CONCORTV revitalize itself and work for local broadcasting, which supports in the training of the provincial media to improve the contents of television. She evades the requests and at all times complains about edgar Guevara's criticism of CONCORTV.
Fourth: The Political Constitution of the State, the Civil Code and the Criminal Code regulate and protect the privacy and privacy of communications, therefore, this unlawful act committed in public facilities (MTC) and by a public official of an institution that supposedly watches over ethics and good practices in broadcasting, it must be immediately investigated and drastically punished.
Fifth: For the above, we reject and deplore these acts and styles "montesinitas" and request the immediate dismissal of Miriam Larco Sicheri from the Technical Secretariat of CONCORTV, the pronouncement of the Council of CONCORTV, the Minister of Transport and Communications, without prejudice to the fact that those affected or our institution formalize the corresponding criminal complaint before the Public Ministry.
Sixth: We are concerned about the circumspection and impassibility of the members and former members of the Radio and Television Advisory Council, -CONCORTV- therefore we demand a pronouncement and immediate demarcation of Mr. Dennis Vargas Marín, representative of the Faculties of Social Communication and Journalism of the universities of Peru; Mr. Eduardo Bruce Montes de Oca and Mrs. Kela León Amézaga, representatives of the Peruvian Press Council; Mr. Max Obregón Rossi, representative of the Association of Journalists of Peru; Mr. Martín Piaggio Farfán, representative of the Media Coordinator Peru; Mr. Rodolfo León Desmaison, representative of the National Association of Advertisers -ANDA- of Mrs. Rosa María Alfaro de Calandria and representative of the NGOs; Mr. Luis Palacios Reyes, representative of the College of Teachers of Peru; Mrs. Flor Vasquez Sormani, representative of the Ministry of Transport and Communications, Mr. Jorge Luis Acevedo Rojas, representative of the holders of authorizations for sound broadcasting and educational television services; we reiterate our request for clarification and demarcation, if it is true that the disclosure of the audio is an agreement of the Council of CONCORTV as pointed out by Mrs. Miriam Larco, or is it once again, the recidivism of the technical secretary in acting unilaterally on behalf of the CONCORTV institution.
Seventh: The Coordinator of Local Media (MEDIOS PERÚ) and the affiliated radio broadcasters of Peru, support the determined work of Mr. Edgar Guevara Soto in favor of local broadcasting, seeking its development and growth. We ratify our position of struggle to eliminate all types of discrimination and inequality with the provincial media.
