Argentina. The National Communications Agency, Enacom, approved the general regulations of the Competitive Development Fund for Audiovisual Media, FOMECA, which seeks to strengthen non-profit communication actors.
In the coming days, the five lines of non-reimbursable contributions for non-profit legal entities, community media, producers, indigenous peoples and owners of sound broadcasting services by frequency modulation that at the date of presentation have a license will be announced.
FOMECA is a tool that allows redistributing the resources that come from the large commercial media (levies and fines) to promote the processes of technological updating and production of content of radios, channels and community and indigenous peoples producers.
This mechanism arises from article 97 (f) of the Law on Audiovisual Communication Services, which establishes that 10% of the resources collected by the agency must be allocated to special projects of audiovisual communication of the community, border and indigenous peoples.
This initiative aims to strengthen community media and independent productions, and add plurality of voices. At the same time, it contributes to the generation of employment, vocational training and technological updating of the sector.
In this way, the National State accompanies not only the communication convergence and quality equipment, but also seeks to promote the production of quality national content, guaranteeing federalism and freedom of expression.
FOMECA 2016
The lines of promotion of this edition of the contest are the following:
-Line 1. Equipment and building adaptation for radios.
-Line 2. Equipment and building adaptation for TV stations.
-Line 3. Media management.
-Line 4. Production of radio content.
-Line 5. Production of audiovisual content.
The recipients of the fund are:
Social organizations holding broadcasting services referred to in Law No. 26,522, with legal personality granted by the General Inspectorate of Justice or the corresponding Provincial Directorates of Legal Persons, in the case of civil associations and foundations; or by the National Institute of Associativism and Social Economy (INAES) in the case of cooperatives and mutuals.
Indigenous Peoples with national legal personality registered in the National Registry of Organizations of Indigenous Peoples (RENOPI) and Indigenous Communities with legal personality registered in the National Registry of Indigenous Communities (RENACI) and/or in the relevant provincial agencies, and who are holders of broadcasting services contemplated in Law No. 26,522.
Social organizations with non-profit legal personality whose corporate purpose includes the dissemination, propagation and / or production of content. Likewise, these organizations must be registered in the Public Registry of Signals and Producers, created by article 58 of Law No. 26,522.
