Peru. On January 29 in the morning hours a woman who said she was secretary of the Vice Minister of Communications of Peru, Javier Coronado Saleh, called from the number (01) 661 3129 to the broadcaster Mario Monteverde Pomareda de Tarma in Junín, instructing him to contact the Vice Minister to his direct phone on 944 706 128, because I had to discuss an urgent issue with him.
In fact, Mario Monteverde called the cell phone "direct from the Vice Minister" and was answered by a man with a good voice and aplomb; and he said: "I am Francisco Coronado, Vice Minister, receive my greetings Mr. Mario Monteverde, I know that Radio Tarma is one of the most prestigious radio stations and I called to express my support and let you know that the broadcasters of provinces have my support."
Mario Monteverde took advantage of the call to ask for an extension of the deadline to submit observations and comments on the modifications of the technical broadcasting standards that precisely expired the next day. The supposed Deputy Minister replied: "There is no problem, I am going to talk with Minister Gallardo and if you, Mario (he began to tweet the broadcaster), you have some pending procedure immediately I solve the problem, because in this Ministry there is a lot of bureaucracy but for that I am, while I remain in office I am to support you and your colleagues."
The conversation continued for a few minutes, in which the impersonator showed that he knew many details of the procedures and appointments that the Vice Minister has with the broadcasters, and also of the issues that were being discussed in his office. After a few minutes he began his ruse to consummate his deception.
"Dear Mario, we are going to solve your order immediately, no problem. (...). Ah, on the other hand I wanted to tell you that, as you know, my wife Rosa Rosemberg, belongs to the "Santa Rosa" foundation and with the first lady Mrs. Nadine Heredia and the wife of Minister Gallardo, they have organized for today a dinner for funds for social works and I wanted to know if your company can collaborate dear Mario. The costs of dinner are five thousand soles, but you can see how much you collaborate with. I'm going to tell my wife to call you and coordinate with her (...).
After 5 minutes the alleged wife of the Vice Minister, Rosa Rosemberg, called this time from the number 995 904 735 and retold the subject of the dinner for funds and said that for the amount he was donating he was going to receive a document from the foundation that would accredit his donation, for this he gave him a BBVA account number 001 -0148-44-0200464821 in the name of Alexandra Shirley Sánchez Sánchez and gave her an email [email protected], to send him the deposit voucher and then the Deputy Minister would call him.
In fact, Mario Monteverde made the deposit of a sum of money, and after a few days he called the supposed Vice Minister and when he had no response he wrote him an email with a more personal and friendly treatment: "Dear Francis, first of all you receive my greetings. According to what you told me by phone, I have been waiting for your e-mail, but I have not received anything, so I put it to your attention. Have a good day" and says goodbye cordially.
The email this time is received by the real Deputy Minister of Communications Javier Coronado Saleh, who responds to Mario Monteverde saying the following: "Dear Mr. Monteverde, first of all, I have not had the pleasure of talking to you, which leads me to think that someone has impersonated my identity and may be confusing you. Secondly, please note that this Vice-Ministry does not dispatch by telephone the matters that the administrators wish to deal with. If you wish, you can request a hearing for which I copy my secretary and I will gladly attend to it," adds the Deputy Minister.
Edgar Guevara Soto, Director of the Coordinator of Local Media of Peru (Peru Radios), said that "this is not the first time that these unscrupulous subjects act in this way, with the previous Vice Minister several companies that provide equipment for broadcasting were also surprised and under the promise of acquiring equipment for the MTC, they requested money for alleged foundations and social actions."
"We are sure that among the subjects who scam the businessmen like this, there would be some bad elements of the MTC, because the data and references they give regarding the activity of the Deputy Minister and the movements of the files can only be known being within the MTC. We recommend to all broadcasters in Peru and companies linked to this area, so that immediately upon receiving this type of calls they communicate with the MTC to the 6157607 telephones or to 6157800 annex 1277 of the Vice Ministry of Communications, " said Edgar Guevara
