Mexico. The Plenary of the Federal Institute of Telecommunications, IFT, resolved to approve the modifications to the General Guidelines in relation to the retransmission of television signals broadcast in restricted television systems, which obey the need to adjust them to the provisions contained in the Federal Law on Telecommunications and Broadcasting.
To this end, from December 1 to 12, 2014, the IFT submitted for public consultation the Preliminary Draft of modifications to the General Guidelines, in which five comments and opinions were received, which can be consulted on the Institute's website.
In general, the Plenary amended Articles 1, 2, 3, 7, 11 and 12, second, fourth, sixth and seventh paragraphs; 13, 14 and 16 and added the second and third paragraphs of Articles 5; 6, third and fourth paragraphs and 12; eighth and ninth paragraphs.
Among the main changes approved are: the amendment of article 11 to clarify that broadcast signals must be retransmitted by restricted television concessionaires in each and every one of their packages and with the highest quality available.
That is, if the broadcast signal is available in high definition, the concessionaire of the restricted TV service must offer it in its High Definition and Standard Definition packages for those who do not have the HD package. In the event that the broadcast signal is only available in standard definition, then the concessionaire of the restricted television service will include it only in its SD packages.
