CRC Study on Ritel Implementation Costs

Colombia. On December 13, the Communications Regulation Commission, CRC, will hold the sectoral forum in which it will present the results of the study of costs associated with the implementation of the Internal Telecommunications Regulations – RITEL, prepared by the National University of Medellín. The event will take place at the Wyndham Art Hotel, in Bogotá, from 8:30 a.m. to 12:30 p.m.

The RITEL was issued by Resolution CRC 4262 of 2013 and its effect was suspended by Resolution No. 4786 of 2015, until September 7, 2017, after the demonstration, by the builders, about the allegedly high cost overruns implied by the implementation of the regulation.

Taking into account the observations of the construction sector, and anticipating the entry into force, the CRC prepared a study that allowed to calculate the economic impact of the implementation of the regulation on construction projects in Colombia, in addition to evaluating whether it was necessary to make any modifications before its entry into force.

With the implementation of RITEL, the CRC seeks to benefit home buyers in Colombia who, regardless of the socioeconomic stratum, will have minimum technical characteristics on their property for access to telecommunications networks, guaranteeing access to information and allowing the free choice of the telecommunications service operator.

The Internal Telecommunications Regulations designed are also focused on the protection and health of Colombians, by avoiding the use of toxic components in the facilities, and by facilitating the connectivity required in cases of emergency.  

Those attending the event will be able to know, in a disaggregated way, the economic impact on the implementation of RITEL during the construction of new homes, according to the different strata, identifying the conditions of installation of the telecommunications network, in accordance with what is already established in the Internal Telecommunications Regulations.
