Transition period for RITEL implementation ended

In order to eliminate the barriers evidenced in many housing constructions that prevent access by multiple communications service providers in adequate technical conditions, which in turn generates that residents can not choose the communications service they require, the CRC established in 2018 the Regulation of Internal Telecommunications Networks, RITEL.

This regulation establishes the conditions and characteristics of the telecommunications support infrastructure in real estate that correspond to the horizontal property regime, as well as the conditions for the installation of the Digital Terrestrial Television (DTT) network and the rules that must be complied with by builders, co-property administrations and operators, and was adopted in 2018, as a result of joint work with the construction sector, telecommunications network and service providers and national government entities such as the Ministry of Housing (Minvivienda), the National Planning Department (DNP) and the Superintendence of Industry and Commerce (SIC).

This is how all construction projects that are developed as new construction since July 1, 2019, must comply with these standards and the updates established in 2020 according to the observations of the sector in order to make clarifications regarding the scope of application, obligations, certification processes and technically in the support infrastructure, access to the digital terrestrial television (DTT) service that gives more clarity to its application and compliance.

Once the transition period established in the aforementioned resolutions has ended, on january 1, 2021, the mechanism for evaluating compliance with the Regulation may only be carried out through bodies certified before the ONAC, and not through natural persons trained in RITEL as allowed during said transition phase, which is common practice in the adoption of technical regulations.

With this regulation, Colombia aligns itself with international best practices that promote the access of more users to better communications services, and through them to education, teleworking, commerce and entertainment, also promoting healthy competition among service providers.
