Colombia. During the first face-to-face meeting of the Communications Commission Session, held this Wednesday, February 26, the Minister of Information and Communications Technologies, Silvia Constaín Rengifo, together with the four Commissioners of the Session, Paola Bonilla, Carlos Lugo Silva, Sergio Martínez and Nicolás Silva, unanimously elected the new Executive Director of the CRC.
Carlos Lugo Silva is a Lawyer, Specialist in Telecommunications Law, Doctor in Science and Technology Studies, with emphasis on technological policies and with a Master's Degree in the same subject.
He has extensive experience in the public sector, where he has served as Director of Appropriation of Information and Communications Technologies of the Ministry of Information and Communications Technologies, Head of the Office of Innovation and New Technologies of the Ministry of Education, Coordinator-Manager of Innovation and Technological Development of SENA.
He has also been a delegate member of the boards of directors of the Public Media System of Colombia (RTVC), the Mixed Fund for Film Promotion (Proimágenes Colombia), of the Corporación Computadores para Educar. In addition, he has been serving as Commissioner of the CRC since 2018, where he also served as Director in the first half of 2019.
As part of his experience in academia, he was an adherent member of the Colombian Telecommunications Bar Association, President of the Superior Councils of the National Open and Distance University and the Technological University of Pereira. Currently, he is a professor at the universities of La Sabana and The Externado de Colombia and is the author of books in the field of the digital society.
"It is a great honour for me to assume this responsibility during the first rotating period of the new Single Regulator. I am sure that, together with my fellow commissioners, we will do an excellent job in the strategic direction of our Entity," said the new Director.
In accordance with the Internal Regulations of the Entity, the Executive Directorate will be exercised on a rotating basis among the Commissioners of the Communications Commission Session, for a term of one (1) year each, not extendable and not re-elected.
