CRC presented regulatory agenda of audiovisual content

Colombia. In response to the functions granted by Law 1978 of 2019, with which the CRC was assigned some of the functions of the now in liquidation National Television Authority (ANTV), the CRC publishes the regulatory agenda of Audiovisual Content 2020 - 2021.

The document presents the projects, studies and initiatives that the Audiovisual Content Session of the CRC will carry out during this period in order to guarantee pluralism and informative impartiality, promote and regulate what refers to citizen participation in issues that may affect the viewer, especially what refers to the control of audiovisual content and establish powers of surveillance and control against behaviors that threaten pluralism. information, the regime of inabilities of open television and the rights of viewers, contemplated in the current legal system.

In total, the Session of the Audiovisual Content Commission of the CRC will work on six (6) initiatives:

1) Compilation of regulations on content, unifying all existing and current regulations issued before the signing of Law 1978 of 2019.

2) Analysis of the audiovisual content market in Colombia, an overview of the industry that allows identifying its needs and designing a regulatory framework that promotes competition and content quality.

3) Manuals of good practices in terms of content, instruments to promote ethical and social standards in accordance with national and international standards in human rights, childhood, adolescence and freedom of expression.

4) Model of Surveillance and Control of contents with a preventive approach, which promotes and regulates citizen participation from a pluralistic perspective and respect for the audience, achieving a balance in the construction of content between the operators and concessionaires of spaces and citizens.

5) Impact evaluation of the implementation of systems for access to TV content for people with hearing disabilities, in order to identify the needs and relevance of establishing provisions aimed at guaranteeing adequate and effective access to the contents of the different grids and time slots by this population.

6) Pedagogy of the Statute of the Opposition in matters of access to media in the public television service, with a comprehensive review of the conditions in which the guarantees established in said Statute must be offered and socializing with the guarantor entities of the same, in order to establish procedures and criteria that provide guarantees to all political organizations.

The projects that have been designed on the pillars determined by the Commission for its regulatory work: i) Competitiveness, economic development and investment; (ii) Social welfare; (iii) Quality of communications services and (iv) Innovation. These, together with the defense and protection of information pluralism and the rights of children and adolescents, represent a great challenge for the CRC as the Sole Regulator of the sector.
