Peru. The Ministry of Transport and Communications, MTC, will carry out more than 12,000 control actions in the provision of communications services and activities during this year, around 26 axes defined according to its regulatory framework, as foreseen in the "Annual Plan of Audits in Communications 2020".
This Plan constitutes a management instrument that will allow the control and execution of the audit activities to be carried out by the General Directorate of Audits and Sanctions in Communications (DGFSC), and has been prepared collecting the main recommendations provided by the OECD on the exercise of the audit activity.
"Among the main virtues of this instrument is the strategic planning of audits, developed under a risk approach, which allows prioritizing the interventions of the authority towards those breaches, irregularities or interferences that could generate greater damage to citizens," said the general director of Audits and Sanctions in communications, Patricia Díaz.
Thus, the aforementioned plan prioritizes those control actions linked to the protection of the life and health of people (such as compliance with the limits of non-ionizing radiation, the non-interference of aeronautical navigation bands, the operation of the emergency communications system, among others), as well as the protection of other fundamental rights (such as the safeguarding of the secrecy of communications, the operability of public telecommunications services, etc.), while verifying compliance with the rules of the Communications Sector.
Díaz added that the objective of the control activities is to discourage infringing behavior and illegal activities, for the benefit of citizens. In turn, he stressed that this Plan is available to the administered and the general public on the website of the MTC, for the benefit of greater transparency.
Finally, the general director also informed that the 21 Radio Spectrum Control Stations (ECER) at the national level and 01 Station in Lima will be reinforced, in addition to the constant training of personnel within the framework of new technologies, which will allow meeting the objectives of the Plan.
