Mexico. In order to make more efficient and facilitate the management of procedures, as well as to incorporate the use of Information and Communication Technologies (ICT) in the processes carried out by the regulated, the Federal Institute of Telecommunications, IFT, put into operation the Electronic Window.
As a result of its Administrative Improvement Program, initiated in 2018, which included the realization of a public consultation to enrich the vision of the IFT with the comments of the interested parties, the creation of the Electronic Window was determined for the realization, reception and management of procedures and services under its charge.
According to the Inter-American Development Bank, digital procedures take 74% less than face-to-face procedures and cost less. Therefore, the importance of making efficient and facilitating the management of the procedures and services in charge of this body, through the use and incorporation of ICT in the processes carried out by its regulated.
In this sense, the Plenary of the Federal Institute of Telecommunications (IFT) approved in 2019 the "Guidelines for the substantiation of the procedures and services that are carried out before the Federal Institute of Telecommunications, through the Electronic Window", which contemplate the use and characteristics of the electronic formats that will be used for the presentation of the procedures and services that can be substantiated through remote means, the use of the electronic signature in place of the autograph signature, the use of electronic notifications, as well as the establishment of a single process of authentication of the personality for concessionaires and authorized in the field of telecommunications and broadcasting before the Institute, valid for all procedures and services that are substantiated through said means.
This provision provides that the Electronic Window operates 365 days a year, 24 hours a day, through which the procedures and services in charge of this autonomous constitutional body can be substantiated through online means.
The Electronic Window is hosted on the Institute's own Internet portal and will allow the following procedures to be carried out:
- Registration of tariffs for telecommunications services;
Adhesion contract;
Accreditation of Legal Representative;
Rates for services and advertising spaces;
Address notifications;
Domiciles user service centers or hearings;
Trade name;
Code of Ethics;
Hearing Advocate, and
Interconnection points
During the following months, the Institute will gradually enable other procedures and services in the Electronic Window, in order to give this tool greater coverage and usefulness.
