Peru. The Ministry of Transport and Communications, MTC, began the sale of bases of the second public tender 2018, which seeks to grant authorizations of the broadcasting service, in the modality of sound broadcasting, under an open and transparent procedure. The initiative, while safeguarding equal access and non-discriminatory treatment, seeks to promote education and national integration, as well as to promote the customs of each locality.
Through the General Directorate of Authorizations in Telecommunications (DGAT), it is invited to buy the bases and participate in this contest, in order to continue promoting access to the broadcasting services of entities or natural persons that bet on programming with different and quality content.
In this sense, by Means of Directorial Resolution No. 2884-2018-MTC/28, the DGAT approved the Rules of Public Tender No. 02-2018-MTC/28, which are published on the web address: http://portal.mtc.gob.pe/comunicaciones/autorizaciones/radiodifusion/concurso2018.html
In this contest, frequencies are offered from the departments of Apurímac, Arequipa, Cajamarca, Cusco, Huánuco, Junín, Pasco, Puno, Cajamarca and La Libertad, in the frequency modulated (FM) and Onda Media (OM) bands.
It is worth mentioning that the activity has a committee for the evaluation and reception of proposals that ensures absolute transparency in the conduct of the selection process. According to the schedule published by the MTC on its website, the sale of the bases for public tender No. 02-2018-MTC/28 will be until October 19, 2018, at its headquarters in Lima, Jr: Zorritos 1203, Cercado and in the Agencies of the Banco de la Nación at the national level (Transaction No. 9650, Code No. 1017).
During this year, more than 400 authorizations have been granted to provide the sound and television broadcasting service, which has increased the number of authorized broadcasting stations, as a result of the greater speed in the evaluation of the authorizations that have been given.
Approximately 80% of the stations granted FM radio and more than 90% of the television stations granted on VHF during this year, are located in rural areas and of preferential social interest, evidencing the vocation of companies to invest in these areas, promoting social and cultural development, as well as the commitment of the State towards these places, through a simplified regime, with economic benefits to invest in this type of localities.
