Government requested 'urgent procedure' for ICT reform

Colombia. The Colombian Government asked the Congress of the Republic to give 'urgent procedure' to Bill No. 152/18 Senate "By which the sector of Information and Communications Technologies -ICT- is modernized, competences are distributed, the National Television Authority is suppressed, and other provisions are dictated".

"For the National Government it is imperative to implement urgent reforms that allow reactivating and consolidating the ICT Information Technology Sector, considered fundamental for the social and economic development of the country," says the letter signed by the President of the Republic, Iván Duque, and the Minister of Information and Communications Technologies, Sylvia Constain.

The document adds that: "Colombia needs to put in place mechanisms to respond comprehensively to technological and market convergence and to achieve the effective closing of the digital divide, which are present in the legislative initiative that has been put before the honorable Congress of the Republic."

Therefore, the letter states that "without the legal tools that the Bill develops, it will be impossible to generate a more modern legal environment, adequate to the technological and market requirements that today characterize the ICT sector."

Finally, the letter reiterates that "this bill is vital to optimize the sectoral institutional structure, the generation of incentives for investment and competition in the market, in search of maximizing social welfare and having as a fundamental objective to generate the conditions to connect all Colombians."

Minister Constaín, who personally presented the message of urgency in the General Secretariats of the Senate and Chamber, as well as in the Secretariats of the Sixth Committees, said that "this Bill will help connect all Colombians, in all regions, and additionally will strengthen television and public broadcasting. It will also increase the conditions for investment in the sector."
