Colombia. The Ministry of ICT, the Communications Regulation Commission (CRC), and the National Spectrum Agency (ANE), published the second version of the Code of Good Practices for the Deployment of Infrastructure, in order to provide territorial authorities with information that helps the development of local regulations related to the technical conditions of telecommunications services.
The Code of Good Practices contemplates the current regulations of national and general nature, related to the deployment of telecommunications infrastructure. In the case of the regulations of each municipality, by observing the guidelines described in the Code, better conditions for the provision of these services can be generated.
"The new version of the Code of Good Practices not only updates current regulations, but also expands knowledge on issues such as mimicry and sharing of infrastructure, methods used to facilitate and organize the deployment of infrastructure in an environmentally friendly way," said Germán Darío Arias, Executive Director of the CRC.
So far this year, the CRC has issued 38 concepts for the revision of local regulations in the field of territorial planning, related to the barriers to the installation of telecommunications infrastructure existing in an equal number of municipalities and cities. It is expected that with the publication of the new Code of Good Practices there will be fewer and fewer calls for attention made, since this will be a first-hand input for territorial entities in the review and adoption of their management plans.
It should be remembered that some of the consequences of barriers to the deployment of infrastructure are: the lack of coverage and restricted access of the mobile phone signal, as well as the loss in the continuity of the service.
