It is important to note that Internet Governance is the development and application by governments, the private sector, academia and civil society, in their respective roles, of shared principles, norms, rules, decision-making processes and programs, which shape the evolution and use of the Internet.

The discussion on Internet Governance is developed through global, regional and national forums, in which recommendations are established that tend towards the massification of the Internet and the identification of best practices applicable to the countries' own models of technological development.

These spaces began at the Information Society Summit in Tunis 2005, where the governments of the world created the Internet Governance Forum http://intgovforum.org,  as a mechanism for the participation of various sectors interested in the subject such as civil society, academia, the private sector and governments themselves.

In Latin America, Colombia – along with Mexico and Brazil – is one of the countries that has led the debate on Internet Governance with the participation of actors from different sectors in a Working Group that meets every two months to analyze the progress on this issue.
