Peru. Care! The renewal of your radio or television authorization could be denied if you do not comply with operating with the Effective Radiated Power (e.r.p) authorized or allowed in the locality where you operate. The same can happen to those who are operating in the trial period.
In recent weeks we have witnessed the denial of renewal applications and the cancellation of new authorizations of the broadcasting service, for not complying with the Technical Standards of Broadcasting Service and / or not complying with the authorized technical characteristics, including the Effective Radiated Power (e.r.p.).
As is known, all holders of an authorization are obliged to transmit in frequency, power, location and with duly approved equipment.
However, few pay attention to the callsign of Effective Radiated Power, which in the authorization resolutions prior to 2014 did not include it in all, however from 2015 it appears in almost all. The same happens in the formats of the Inspection Minutes.
With that document, when MTC inspectors visit the stations; with respect to the transmitter, they record the nominal power, measured power. And regarding the irradiant system, they record type of tower, height, type of cable, height of the radiation center, type of antenna and number of elements of the antenna and the Effective Radiated Power (e.r.p).
It is here when the problems arise, the damages against the station, voluntarily, willingly or unintentionally the inspectors end up harming the validity of the authorization and generating legal conflicts.
How so?
It turns out that according to the Technical Standards of the Broadcasting Service, the Effective Radiated Power is the product of the power supplied to the antenna by its gain, relative to a half-wavelength dipole, in a given direction. (He didn't understand?... Neither do we!).
Consulting with specialists we were told that the Effective Radiated Power (e.r.p.), is the power that the transmitter supplies to the antenna multiplied by its gain. To determine it, losses in the antenna feeder system (cable) must be considered. When circular or elliptical polarization is employed, the definition of effective radiated power is applied separately to the horizontal and vertical radiation components.
In other words, effective radiated power (e.r.p.) is the result of the measured power of the transmitter minus the loss by the cable plus the antenna gain. For technicians: (dBm = log10 (mW)*10mW =10^(dBm/10). Example: 100 watts = 50dBm + 5 dBmi = 55 dBm = 316.22 watts.
In almost the entire country, most stations operate with a transmitter with the authorized power and a four-body irradiant system ("four antennas"), which almost always exceed the Effective Radiated Power (e.r.p.) and never had problems. However , for some time now, for the MTC this means that it is in breach of the Technical Standards of Broadcasting Service and the authorized technical characteristics.
This situation sometimes -in the field- is not noticed by the MTC inspector and less by the owner of the station, however when they prepare their report and have to point out the technical parameters and the power of the transmitter and the antenna, they end up generating an infraction that for the cases of trial period and renewal is serious; because the MTC could deny your renewal application or cancel the authorization in cases of trial period.
Recommendations
Purchase and use equipment with variable power technology. High quality to avoid interference, frequency runs, poor modulation etc.
When they do their inspections of trial period or for renewal, consult with a professional of the matter so that technically and if possible with measuring instruments verify the Effective Radiated Power (e.r.p.) in front of the inspector of the MTC.
If you operate within the urban perimeter and the location of your antenna was obtained with those characteristics, you cannot operate with Effective Radiated Power (e.r.p.) greater than 500 w.
If in your inspection report or technical report the Effective Radiated Power (e.r.p.) greater than the authorized power appears, your station could have fallen into cause of cancellation, for not complying with the authorized technical characteristics: Radiated Effective Power (e.r.p).
