Colombia. During the Session of the National Commission for Dialogue with the Roma people, the National Television Authority, ANTV, finalized the process of agreeing on the proposal for the public policy of ethnic television with this community.
During this meeting, the Director of the National Television Authority, Ángela María Mora Soto, ratified the commitment of the entity with this people, within the framework of the guarantee of the rights to communication and information of these groups.
The main agreed points for the public policy of ethnic Rrom television were as follows:
1. Training axis: In this area, a training and training plan will be designed in matters concerning ethnic television taking into account the dynamics and context of the Rrom People.
2. Axis of ethnic and cultural integrity: The ANTV will provide institutional spaces, so that ethnic and cultural integrity is autonomously strengthened.
3. Axis of access to television: The ANTV during the regulatory procedure for the modification of Agreement 01 of 2005, will define the creation of a strip or ethnic space in public television operators. The winners of stimuli of the calls and projects of FONTV, must be issued in that strip.
In the session, the Directorate of Indigenous, Roman and Minority Affairs of the Ministry of the Interior and the Ombudsman's Office participated as guarantors of the meeting and the issues that were developed.
The agreements reached are part of the regulatory process for the adoption of administrative measures through a Resolution that regulates the ethnic television service, as part of the functions of the National Television Board assigned in Law 1507 of 2012.
Once the process of protocolization of the agreements has been completed, the implementation of the axes of the Public Television Policy for the Rrom people will begin, through the development of technical sessions under goals that will be prioritized together with said people, in an initial period between 2015 – 2018.
