Mexico. Although the defunct Cofetel had a bidding project for 306 digital television frequencies, the entity that replaced it, IFT, reduced 60 frequencies prohibited Televisa and TV Azteca from participating due to the high portion of the market they concentrate.
In total there will be 246 frequencies that will be tendered, which are included in the Program of Bidding and Awarding of Frequencies of Digital Broadcast Television, which states that the spectrum will be used only for broadcasting services.
On the ban on Televisa and TV Azteca, the IFT was emphatic in pointing out that between the two companies they have a high level of concentration, between the two they have 95% of the concessions, 96% of the audience and 99% of the advertising revenues of commercial open television.
In addition, they have a vertical conformation, through which, according to the regulatory entity, they do not allow the entry of new participants into the television market.
In its official communication, the IFT argued that "Competition in free-to-air television takes place along an extensive value chain, which includes, among others, the activities of production, programming, transmission and marketing of content."
