Colombia. The role of telecommunications in Latin America, its regulatory framework, the vision from the intellectual property right and freedom of expression, as well as the impact of piracy on Pay TV, will be some of the topics that telecommunications experts will analyze on April 22 and 23 in Cartagena.
These discussions will be held within the framework of the IV Summit of the Center for Studies for the Development of Telecommunications and Access to the Information Society of Latin America, Certal, and which will have experts from Uruguay, Argentina, Chile, Mexico and Colombia.
On the first day of debates, a panel will be held on the Vision of Telecommunications from Intellectual Property Law by Carolina Romero, director (E) of the National Directorate of Copyright; Alejandro Delgado, advisor to the Ministry of ICT of Colombia; Professor Tabaré Viera, Senator of the Oriental Republic of Uruguay, and Luis Villarroel Villalón, Director of Research at the Innovarte Corporation of Chile.
Another of the points to be discussed will be the Parliamentary and Jurisprudential Background on the regulation of the telecommunications industry in Latin America, in a panel that will be moderated by Leonardo Costa, former pro-secretary of the Presidency of the Eastern Republic of Uruguay
But, without a doubt, one of the most prominent issues on the agenda will be the piracy that is registered in the sector and its effects not only economic but legal that have an impact on the user. On Tuesday, April 23, it opens its agenda with an analysis on Regulation and Competition vs. the modalities of piracy in the Latin American scenario.
