Latin America. It is not yet clear the regulation that will be given to IPTV at the international level, since each country must define if it is a broadcasting service under the concept of what we know as television or if it is internet content.
One of the regions that has made the most progress in the discussion on this issue is Europe, although not in a unified way. Some countries, such as France, the Netherlands, the United Kingdom and Denmark, each with different regulations, consider it to be broadcasting, while Finland, joined by Australia, considers IPTV not to be television.
In Latin America this discussion is just beginning to be mentioned, but without any specific case of regulation or definition. The first country to propose a regulation on the subject is Colombia.
Currently that is the discussion that is held between the Communications Regulation Commission and the National Television Authority, an issue on which they hope to have a first communication before the end of this year.
According to Carlos Andrés Rebellón, director of the Commission, in the past forum Future of closed television in Colombia, in his country IPTV is currently considered non-linear video, and they want to show that they are a mature country and that they can lead these discussions in the region.
But he also recalled that in December 2011 the Internet Neutrality Law was approved in Colombia, which prohibits the discrimination of content on the Internet for purposes other than protecting security on the network, as happens in the United States, so a discussion about it becomes more urgent.
