Colombia. For an alleged patrimonial detriment in the contracts for the extension of the concession of the operating license, the Comptroller General of the Republic imputed charges of fiscal responsibility for $ 89,139 million pesos.
The measure covers the former commissioners of the National Television Commission, CNTV, Zulma Casas, Ana María Vásquez, Alberto Guzmán, Eduardo Osorio and Rafael Samudio, in office for the year of the extension, as well as the rcN and Caracol television channels.
According to the investigation of the Colombian Comptroller's Office, the CNTV calculated the price of the extension of the two private channels counting on the fact that between 2010 and 2011 the third private television channel in the country should become operational. This made the value to be paid lower.
But after multiple processes the canal was not awarded and the auction process was overturned by the Council of State at the beginning of this year.
The Comptroller's Office maintains that the commissioners of the CNTV should have immediately made the respective adjustment on the payment of the extension, but they did not do so and that is why the State stopped receiving $ 89,139 million pesos, which if they are guilty must be paid by the accused.
According to the control entity, Caracol and RCN should have paid for the extension, at present value, $528,734 million pesos, but the price paid was $294,872 million pesos.
