The Political Constitution of the Republic enshrines the existence of a National Television Council, autonomous and with its own legal personality, responsible for ensuring the proper functioning of television services. As an autonomous body, the Council does not depend on any government authority and is related to the President of the Republic through the Ministry General Secretariat of Government.
The Council is composed of eleven members. One of these, its President, is freely appointed by the President of the Republic and remains in office until 30 days after the cessation of the office of the President who appointed him.
The other ten Councillors are appointed by the President of the Republic with the agreement of the Senate. By legal mandate, the Head of State must make the proposal taking care that the Council is integrated in a pluralistic way.
The Directors must be people of relevant personal and professional merits, an appreciation that corresponds to both the President of the Republic and the Senate. They last eight years in office and are renewed by halves every four years.
The Board has a Vice-President and a Secretary General, who are elected or removed with the concurring vote of seven sitting Directors. The first subrogates the President in case of absence or impediment of the latter and the second is the minister of faith of the proceedings of the Council.
