Peru promotes implementation of digital TV

Peru. In order to guarantee an adequate transition from analog to digital television and continue with the provisions of the Master Plan for the implementation of Digital Terrestrial Television (DTT) in the country, the Ministry of Transport and Communications, MTC, published the regulations that determine the "measures to inform consumers in a timely manner about the lack of capacity of broadcasting receivers to receive broadcasting signals under the standard ISDB-T".

This initiative is part of the information campaign undertaken by the Executive for the implementation of Digital Terrestrial Television (DTT) in Peru, and is applicable to television marketers and consumers.

Thus, Ministerial Resolution 048-2017-MTC/01.03 published today in the official newspaper El Peruano – which comes into force in 90 days – establishes that TV sellers are obliged to alert consumers about those equipment that are not compatible with the DTT signal of the ISDB-T standard.

This will be done through the use of a label, which will specify that from 2020 in Lima and Callao – and progressively in other locations according to the deadlines established by law – televisions that do not have the ISDB-T standard incorporated will not be able to capture any open digital television signal. Consequently, the measure seeks to inform consumers that analog televisions will require a decoder or digital tuner to capture digital terrestrial television signals, which is free and free.

"With the proximity of the analog blackout, scheduled for the fourth quarter of 2020 in Lima and Callao, and the entry into a new digital era for Peruvians, the MTC takes the first measures for the start of digital transmissions," said Deputy Minister of Communications, engineer Carlos Valdez Velásquez López.

The MTC will continue during 2017 with initiatives for the implementation of the new digital television in accordance with the provisions of the master plan.

Background
In 2009, Peru adopted the Japanese digital terrestrial broadcasting system Integrated Services Digital Broadcasting Terrestrial (ISDB-T) with technological improvements such as the Digital Terrestrial Television (DTT) system.  
In 2010, through DS No. 017-2010-MTC, the Master Plan was established with the measures for the transition from analog to digital television, providing for its progressive implementation in four (4) territories.
01: Lima and Callao (IV Quarter 2020)
02: Arequipa, Cusco, Trujillo, Chiclayo, Piura and Huancayo (IV Quarter 2022)
03: Ayacucho, Chimbote, Ica, Iquitos, Juliaca, Pucallpa, Puno and Tacna (IV Quarter 2024)
04: Localities not included in Territories 01, 02 and 03 (Indefinite)
On March 30, 2010, the implementation of DTT in Peru officially began, through the transmission of signals available for Lima and Callao with TV Peru  that currently have a wider digital coverage and a day later ATV.
Subsequently, The Global Network, Latin Frequency, America TV, Congress channel, the rest of the ATV Group channels, Panamericana TV, Willax, RBC, Bethel Musicales; among others.

To date, 30 stations have started transmissions with digital terrestrial signal in 9 locations.
