Argentina. Through Resolution 2531/16, the Board of Directors of the National Communications Agency, Enacom, ordered the regulation of the frequency band from 12.2 to 12.7 GHz for use by the Subscription Broadcasting Service through Radio Link and the Fixed Service of Data Transmission and Value Added.
The systems of the Encrypted TV service (SCTVC) affected by Resolution No. 18 SC/2014 that attributed the band from 698 to 806 MHz to the Land Mobile Service must migrate to this band. Similarly, the migration of systems currently operating in the band 512 to 698 MHz is arranged.
The release of the frequency bands responds, first of all, to the need to clear the 700 MHz band already auctioned and awarded for the Advanced Mobile Communications Service (SCMA). At the same time, it will allow sufficient spectrum for the deployment of Digital Terrestrial Television (DTT). In turn, it will facilitate the provision of new services in the 12 GHz band, such as data transmission and internet access, which will allow a more efficient management of the radio spectrum, stimulating the development of services according to the growth in demand.
It should be noted that Decree No. 267/2015 defines the Subscription Broadcasting Service through Radio Link as an ICT service, although it currently occupies bands attributed to the Broadcasting Service. It is this other reason why these bands had to be released.
The regulations establish a period of 10 working days for licensees currently operating in segment 698 at 806 MHz to present themselves to Enacom in order to coordinate their migration to the new band. On the other hand, for those licensees that currently operate in the 512 segment at 698 MHz, a period of 60 days is established to present themselves to the agency, and two years to make the migration effective.
