United States. The U.S. government presented a national policy framework on artificial intelligence, which addresses the most pressing political issues posed by AI. This framework addresses six key objectives:
Protecting children and empowering parents: Parents are the ones who can best manage the digital environment and their children's education. The Administration urges Congress to provide parents with tools to effectively do so, such as account controls to protect their children's privacy and manage their device usage. The Administration also considers that AI platforms that are likely to be accessed by minors should implement features to reduce potential child sexual exploitation or the encouragement of self-harm.
Protect and strengthen American communities: AI development must strengthen American communities and small businesses through economic growth and energy dominance. The Administration believes that taxpayers should not pay for the costs of data centers and is asking Congress to expedite permitting for these centers to generate power on-site, thereby improving the reliability of the power grid. Congress should also bolster the federal government's ability to combat AI-enabled scams and address AI-related national security concerns.
Respect intellectual property rights and support creators: The creative works and unique identities of American innovators, creators, and publishers must be respected in the age of AI. However, for AI to improve, it must be able to make fair use of what it learns from the world it inhabits. The Administration is proposing an approach that accomplishes both goals, allowing AI to thrive while ensuring that Americans' creativity continues to drive our country's greatness.
Prevention of censorship and protection of freedom of expression: The federal government must uphold free speech and First Amendment protections, preventing AI systems from being used to silence or censor legitimate political speech or dissent. AI cannot become an instrument of government to dictate what is right and what is wrong. The Administration proposes safeguards to ensure that AI can seek truth and accuracy without limitations.
Fostering innovation and ensuring U.S. dominance of AI: The Administration urges Congress to take action to remove outdated or unnecessary barriers to innovation, accelerate the deployment of AI across industry sectors, and facilitate broad access to the test environments needed to build and deploy world-class AI systems.
Educating Americans and Developing an AI-Ready Workforce: The Administration wants American workers to participate in and benefit from AI-led growth, encouraging Congress to advance workforce development and training programs, expanding opportunities across sectors, and creating new jobs in an AI-based economy.
The U.S. government stressed that "it is critical that this framework only succeeds if it is applied uniformly across the United States. A set of contradictory state laws would undermine American innovation and our ability to lead the global AI race."
