Colombia. The Communications Regulatory Commission, CRC, carried out a new exercise of review and updating of the comprehensive regulatory framework, which resulted in the simplification of 190 regulatory measures, totally or partially, applicable to the provision of telecommunications and postal networks and services and the broadcasting of audiovisual content.
With a convergent strategy between the two Commission Sessions that make up the CRC, the Communications Session and the Audiovisual Content Session, a new methodology was adopted to simplify the regulatory framework that made it possible to optimize and give greater clarity to the measures that compose it.
In this exercise, developed in a joint and participatory work with the industry and other value groups, each of the Commission Sessions analyzed, independently and technically, the relevance of maintaining or adjusting obligations, definitions, reports and regulatory annexes, resulting in a 12.77% reduction of the rules of Resolution CRC 5050 of 2016.
Among the main simplified measures are:
- Creation of a single convergent contract: which facilitates the contracting of fixed and postpaid mobile services, responding to the evolution of user preferences.
- Elimination of the blocking of Mobile Terminal Equipment due to non-homologation and simplification of IMEI registration: simplifying the procedures that users must follow to register the IMEI, after the acquisition of equipment, and reducing the requirements that must be met for the use of equipment acquired outside the country.
- Creation of a unified reporting format for small ISPs: reducing the administrative burden on Internet service providers with less than 30,000 residential accesses, who will have to make fewer reports per year, reducing the costs associated with this obligation. The simplification reduced from 12 to 4 the number of files that must report annually to the Colombia ICT system from January 1, 2026.
- Elimination of quality indicators for mobile voice service in 3G: due to the decrease in the use of mobile voice service through 3G networks, whose participation in the total traffic was 30.1% in December 2024, the obligation to measure and report its quality indicators as of January 1, 2026 is eliminated.
- Convergent regulatory sandbox: through the unification of the rules, phases and criteria, the conditions under which proposals must be submitted to the alternative regulatory mechanism that involve convergent analyses are clarified, that is, by both Commission Sessions, without affecting their independence.
As part of this simplification strategy, the CRC is launching a new microsite called SimpleMente CRC, which will make it possible to know all the initiatives that arise from the value groups, at any time, so that they can be analysed and, if relevant, integrated into ongoing regulatory projects or future projects, making the process more agile.
