Latin America. Associations of independent and regional telecommunications operators announce the creation of the Latin American Telecommunications Alliance (ALT).
The ALT has the support of the Chamber of Telecommunications Cooperatives (CATEL) and the Cooperative for the Provision and Marketing of Community Broadcasting Services (COLSECOR) of Argentina, the Association of Independent Telecommunications of Mexico (ATIM), and the coordination of Maestro José Otero, widely recognized in the sector, as executive director.
The objective of the Latin American Telecommunications Alliance is the integration of associations and groups in the region that bring together independent local and regional operators in their countries, in order to share experiences and join forces to influence logically, reasoned and with data in international and national programs, legislation and public policies, to achieve:
Connectivity and Inclusion
- Move from the concept of universal coverage to that of meaningful connectivity.
- The inclusion of local and proximity operators in the construction of public policies such as the deployment of telecommunications with social coverage, and the delimitation of this offer by locality.
- The promotion of the facilitation of access to the radio spectrum to local operators through temporary local use policies and fair remuneration mechanisms.
- Minimize the need for the state to directly provide telecommunications services, by including local operators,
- The promotion of tax benefits and subsidies to incentivize local operators to invest in active and passive infrastructure, as well as state-of-the-art technology services and their expansion in marginalized or low-income communities.
- Promote fair competition among various technologies and business models in government programs, ensuring fair access to infrastructure, content, technologies, and wholesale services.
- Promote the communication of experiences in the technical, operational and commercial solutions of the different operators.
Clear, efficient, stable and fair legislation and regulation
- Establish transparent and stable regulations for obtaining concessions, permits, assignments and extensions.
- Combating piracy.
- Create equitable rules for access to passive infrastructure, both state and private, eliminating barriers and promoting transparency for the installation of telecommunications networks.
