Colombia. Artificial Intelligence has a Public Policy to promote its development, use, growth and learning in Colombia, with the approval of the Conpes of the National Policy on Artificial Intelligence.
Thanks to this framework, the country has a series of measures to make AI a key tool for sustainable development and social and economic transformation in Colombia. In addition, it consolidates its regional leadership in the work on this technology.
"The approval of this Conpes marks a definitive step in the appropriation and development of Artificial Intelligence in the country. Thanks to this Policy, the State is committed to working to strengthen governance, technological infrastructure, digital talent and research around AI, while developing policies to mitigate its risks. This is a historic moment for the country's technological development, which will be able to continue betting on AI as an engine of growth and generation of well-being for Colombians," said Belfor Fabio García, Minister (e) ICT.
The main objective of this Conpes is 'To generate capacities for the research, development, adoption and ethical and sustainable use of AI systems, in order to promote the social and economic transformation of Colombia by 2030'. For this, an estimated budget of about 479,000 million pesos was defined, from the General Budget of the Nation. These financing resources will be provided by the entities involved in their execution, in accordance with their competences, and in accordance with the sector's Medium-Term Expenditure Framework.
The Ministries of ICT and Science, Technology and Innovation, together with the National Planning Department (DNP) led the conception and development of this Public Policy, in which the Administrative Department of the Presidency of the Republic and the Ministries of Commerce, Industry and Tourism also participate; Education and Work.
To make this technology a catalyst for the country's economic and social development and growth, the Artificial Intelligence Council defined six specific objectives: Strengthen governance mechanisms and the application of ethical principles related to AI systems, to ensure the responsible development and use of AI for the benefit of the country; Strengthen the technological infrastructure, availability, exchange and representativeness of data, required for the development and adoption of AI systems, and Promote research, development and innovation in AI systems to develop advanced capabilities in Science, Technology and Innovation that translate into knowledge, productivity, and benefits for all agents of society.
Work will also be done to develop skills, digital talent, and the social appropriation of knowledge related to AI, to generate opportunities for personal development, employability, equity and greater productivity; Define measures that promote the identification, prevention and mitigation of risks and undesired effects related to AI systems, to avoid asymmetries, inequities and potential violations of rights, and Promote the use and adoption of AI systems in public entities, the business fabric and territories, to contribute to economic prosperity, to the social well-being and environmental sustainability of the country.
