The Working Groups may generate preliminary technical opinions as a result of the analysis, discussion and integration of proposals or inputs provided by their members, which may be submitted to the Committee for consideration, as working documents when they have been approved by the majority of its members, in accordance with Rule 27 of the Rules of Operation, for which they will be sent to the Technical Secretary, in order to bring them to the attention of the Committee.

The working documents will be submitted for approval by the 5G Committee, when they have been approved by a majority of votes of the members, so that, as contributions, they are made known to the Plenary of the Institute, by the Technical Secretary, accompanied by the information presented in this regard during the sessions and, where appropriate, of the positions of the members of the Committee, so that they constitute technical opinions that are not binding on the Institute.
