Meet Commissioners Leading Regulatory Colombian Single

Colombia. The Communications Regulation Commission, CRC, formed its new structure established in the ICT Sector Modernization Act of 2019, which stipulates a structure of seven commissioners divided as follows:

1. The Communications Commission Session: composed of the Minister of Information and Communications Technologies, who may delegate to the Deputy Minister of Connectivity and Digitalization and four (4) full-time Commissioners.

2. The Audiovisual Content Session, composed of three (3) full-time Commissioners.

Communications Committee Session
Objective: The Communications Committee Session is responsible for promoting competition in the markets, preventing abuse of a dominant position and guaranteeing the protection of users' rights, through the design of regulations that allow an economically efficient provision of telephony, internet, television and radio services and postal services with high levels of quality.

Paola Andrea Bonilla: Economist from the University of Ibagué, Master in Economics from the Universidad del Rosario. She has more than 11 years of experience in the ICT sector, in which she has worked as an advisor and coordinator of Market Regulation at the CRC, advisor to the Subdirectorate of Telecommunications and Deputy Director of Digital Foresight of the Directorate of Digital Development in the National Planning Department (DNP), where until now she served as Director of Digital Development.

He participated in initiatives related to public policy guidelines on technological convergence, financing of the ICT sector and digital economy. In addition, he led and coordinated policies and projects in the sector, developed and guided studies and research to promote the digital development of the country.

Carlos Lugo Silva: Lawyer from the San Buenaventura University of Cartagena, Specialist in Telecommunications Law from the Universidad del Rosario, Doctor in Science and Technology Studies, with emphasis on technological policies from the University of Salamanca, Spain, with a Master's Degree in Science and Technology Studies from the same university.

He has extensive experience in the public sector, where he has served as Director of Appropriation of Information and Communications Technologies of the Ministry of Information and Communications Technologies, Head of the Office of Innovation and New Technologies of the Ministry of Education, Coordinator-Manager of Innovation and Technological Development of SENA. He has also been a delegate member of the boards of directors of the Public Media System of Colombia (RTVC), the Mixed Fund for Film Promotion (Proimágenes Colombia), the Corporación Computadores para Educar, among others.

As part of his experience in academia, he was an adherent member of the Colombian Telecommunications Bar Association, President of the Superior Councils of the National Open and Distance University and the Technological University of Pereira, Currently, he is a professor at the University of La Sabana in the Center for Technologies and is the author of books in the field of digital society.

Sergio Martinez Medina: Economist from the Universidad de los Andes with Specialization in Social Evaluation of Projects and in Risk and Information Economics from the same university. Master in Economics and Regulation of Public Services from the University of Barcelona (Spain) and in Interdisciplinary Studies on Development from the Universidad de los Andes.

He has more than 15 years of experience in the design of public and regulatory policies in both the public and private sectors. He has served as an official of the Infrastructure Directorate of the National Planning Department (DNP), as well as advisor and consultant to the Communications Regulation Commission and High District Councilor for ICT. He held the first place in the competition developed by the Administrative Department of the Civil Service in the profile of economist for the selection of commissioner of the Session of the Communications Commission of the CRC.

Since November 12, 2019, he has been Commissioner of the Communications Commission Session, a position for which he was appointed by the President of the Republic, Iván Duque Márquez.

Nicolas Silva Cortes: Electronic Engineer from the Pontificia Universidad Javeriana, with a Master's Degree in Business Management and Specialization in Marketing Management from the Universidad del Rosario.

In his career he served as advisor and Director of Communications Industry of the Ministry of Information technologies and Communications (MINTIC), as well as advisor and coordinator of the Industry Knowledge Center, the Coordination of Postal Regulation and the Coordination of Infrastructure Regulation of the CRC. He also worked for organizations such as the United Nations Development Program (UNDP) and the Organization of Ibero-American States (OEI).

Session of the Audiovisual Content Committee
Objective: The Session of the Audiovisual Content Commission is the main interlocutor with the users of the television service and public opinion in relation to the dissemination, protection and defense of the interests of viewers, guaranteeing information pluralism from the design of regulation and the surveillance and control of the audiovisual sector.

Mariana Viña Castro: She is a lawyer from the Externado de Colombia University, Specialist in Public Economic Law from the same university.

She has more than 18 years of experience in the communications and audiovisual sector, having worked in project structuring activities, regulation, supervision, monitoring, and surveillance and control, among others, in entities such as Inravisión, RTVC, National Television Commission and National Television Authority in which she served as Secretary General of the National Television Board and Director.

Ernesto Orozco Orozco: Electrical Engineer graduated from the Universidad del Norte de Barranquilla, Specialist in Engineering Management Systems from the Pontificia Universidad Javeriana, Specialist in Regulation and Management of Telecommunications and New Technologies from the Externado de Colombia University and Master in Business Management (MBA) from the INALDE Business School of the Universidad de la Sabana.

In his working life he has served as an advisor to the National Television Commission (CNTV) and member of the Board of the National Television Authority (ANTV), now in liquidation, as well as a professional in the National Network of Transmitters of Inravisión.

José Fernando Parada Rodríguez: He is a Film and Television Director from the National University of Colombia, specialist in Management of Creative and Cultural Industries, with a Master's Degree in Business Administration (MBA) from INALDE Business School.

In his career, he was a consultant in areas of music, film, television, advertising, design, animation and cultural enterprises and worked on important projects in the areas of creative and cultural industries for the Chamber of Commerce of Bogotá. He was also General Director of the National Film School of Colombia, Content Director of the National Pact for Quality Television for Children, advisor to the National Television Commission, Member of the National Film Council and Director of UnTelevisión of the National University.

He also has an undergraduate and master's degree teaching career at important universities in Colombia and has been a regular workshop and lecturer at various Communication events such as Ficci, BAM, Input, Inalde and the Latin American Network of Festivals in Mexico City and Chile.
