Colombia will host the Telecommunications Congress 2017

Colombia. Ministers, regulatory authorities and executives of the Latin American ICT industry will meet from June 20 to 23 in Cartagena de Indias, Colombia, for the Latin American Telecommunications Congress 2017 (CLT17).

With the participation of the leaders of the most relevant government entities, organizations and associations of the digital ecosystem, CLT17 will be the propitious scenario to stimulate dialogue towards a common agenda that allows to face the challenges and take advantage of the opportunities for the development of ICT and the Digital Economy in Latin America.

Among the confirmed panelists are the Minister of Information and Communications Technologies, David Luna, the Executive Director of the CRC, Germán Darío Arias, and the Director General of ANE, Martha Suárez, from Colombia; the Minister of Communications, Oscar Aguad and the ICT Secretary of Argentina, Héctor Huici; Paola Tapia, Minister of Transport and Communications, and Rodrigo Ramírez, Undersecretary of SUBTEL Chile; Juárez Quadros, president of ANATEL, Maximiliano Martinhão, Secretary of Informatics Policy, and André Borges, Secretary of Telecommunications of the Ministry of Science, Technology, Innovation and Communications of Brazil; Gabriel Contreras, Commissioner President of the Federal Institute of Telecommunications, and Edgar Olivera, Undersecretary of Communications of the Secretariat of Communications and Transportation of Mexico; and Gilbert Camacho Chairman of the Board of SUTEL of Costa Rica.

Other actors of the digital ecosystem present at CLT17 will be: Oscar León, Executive Secretary of CITEL; Josep Borrel, Former President of the European Parliament; Marcelo Cataldo, CEO TIGO Colombia; Eduardo Caride, CEO Telefónica Hispanoamérica; Karim Lesina, Vice President for International Affairs, AT&T; Carlos López Blanco, General Director of Public Affairs and Regulation of Telefónica; Alejandro Cantú Jiménez, Legal Director of América Móvil; Rachel Samren, Executive VP & Chief External Affairs Officer, Millicom; Robert Pepper, Facebook's Global Connectivity and Technology Policy; José María Lassalle, Secretary of State for the Information Society and the Digital Agenda of Spain; Walker San Miguel, Secretary General of the CAN; Ana Lucía Lenis, Manager of Government Affairs Andean and Central region of Google; Kevin Martin, Vice President of Mobile and Global Access Policy at Facebook; and José del Castillo, President of Comtelca.

The meeting will allow to discuss public policies for the development of the Digital Ecosystem in Latin America, particularly around the role of States and the promotion of investment and innovation; as well as on the guidelines to move towards appropriate regulatory frameworks for the era of convergence; and will reflect on the contribution of the mobile industry to the United Nations Sustainable Development Goals, among other topics.

The Plenary Session of CLT17 takes place between 20 and 21 June, and will be dedicated to the following topics:

•    The 7 public policy recommendations to attract investment in Latin America
•    The role of the State in the Digital Economy; Presentation of the report "Affordability Report, Alliance for Affordable Internet"
•    Model Regulatory Framework for Convergence; Digital Economy, Investment and Innovation: Lessons on Regulation and Public Policy Making in Latin America; Internet and Innovation under regulated environments
•    How to effectively implement the Sustainable Development Goals in the Region?
•    Public Policies for the Development of Telecommunications and Challenges for the Digital Development of Latin America.
The four-day agenda of the regional meeting also includes a series of seminars and parallel meetings that will complete an intense week of activities for the regional ICT industry:

•    CRC Workshop - Strategy to promote the digital economy in Colombia (Tuesday 20 – 9:00)
•    Workshop Secretaría de Comunicaciones y Transportes (SCT) de México - Broadband for all in Mexico: Projects to promote universal access (Thursday 22 – 9:00)
•    CAF Workshop - Education for the XXI century: Education, Connectivity and Technification in the Educational System (Thursday 22 – 11:00)
•    GSMA Workshop - Redefining Regulatory Frameworks for Digital Inclusion (Thursday 22 – 14:00)
•    CPR LATAM meeting: academic network of research centers, which seeks to expand knowledge about the socioeconomic and political impact of ICT (Thursday 22 and Friday 23)

CLT17 is organized by the United Nations International Telecommunication Union (ITU), CAF - Development Bank of Latin America, the GSMA (global association of the entire mobile ecosystem), the Inter-American Association of Telecommunications Companies (ASIET) and the CRC, with the support of the Ministry of ICT of Colombia, the National Television Authority (ANTV), the National Spectrum Agency (ANE) and the Superintendency of Industry and Commerce (SIC). The event is supported by the Latin America & Caribbean Network Information Centre (LACNIC), the Internet Society (ISOC) and the Internet Corporation for Assigned Names and Numbers (ICANN).
