Argentina. At the last Meeting of the Board of Directors of the National Communications Agency, ENACOM, the project of the Mapuche Community Nahuel Payún was approved, corresponding to the Line of Equipment and Building Adaptation of the Competitive Development Fund for Audiovisual Media, FOMECA.
This initiative constitutes the first financing to which the Community applies since it obtained its authorization to operate on the FM 91.9 signal of the dial (Resolution 1401/2013).
During the process, the Community had the articulated accompaniment of members of ENACOM, the National Institute of Indigenous Affairs (INAI) and the Public Defender's Office of Audiovisual Communication Services.
In 2006, the Mapuche Community Nahuel Payún obtained the registration of its legal status in both the RENACI INAI (National Institute of Indigenous Affairs) and the CPAI (Provincial Council of Indigenous Affairs) of the province of Buenos Aires. He also participated in the creation of the Area of Indigenous Peoples and Human Rights of the local government of the city of Junín (Buenos Aires), where they are located. They are also part of the Indigenous Council of Buenos Aires, representing all the Mapuche and Tehuelche people of the province of Buenos Aires.
Currently, they are interrelated with the National and Provincial Government, forming part of the technical table of indigenous health of the Ministry of Health of Buenos Aires, as well as the Technical Table of Bilingual Intercultural Education of the province. The community is also in charge of coordinating the Chair of Indigenous Peoples of the National University of the Northwest of Buenos Aires (UNNOBA).
Oscar Farías, Lonko of the Community said: "Receiving the First FOMECA crystallizes the struggle and effort of many years of waiting, which will allow us to make our project of a radio a reality as a contribution to a communication model with identity, using the new technological tools of communication and information. This will allow us to give voice to our brothers and sisters, promote our rights and build new ties with non-indigenous society. In addition, it consolidates our own communication strategies as Mapuche People, both on this side and the other side of the mountain range. With this we feel that we have won more rights to participate in the Information Society, but as an instrument of Liberation and not of domination."
The Line obtained aims to provide resources for the acquisition of technical equipment and building adaptation for the improvement in the emission and reception of signals of audiovisual communication services. In this way, with this first FOMECA, the Community will begin to set up the facilities to finally turn on the Radio.
Thanks to this continuity in the redistributive policies of the National State, access to more rights is guaranteed for a greater number of people. Communication and information, as the primary value of a country made up of diverse cultures, is enriching and strengthening for the society that composes it.
