Peru lays the groundwork for 5G

Peru. With the aim of establishing measures that allow Peru to enter the new era of telecommunications, digital transformation and develop 5G technology, the Ministry of Transport and Communications, MTC, published a working document, in public consultation, which establishes the steps and milestones that must be adopted for an efficient management of the radio spectrum, a scarce but essential resource for the connectivity of citizens.

The report is the roadmap that would serve as a guide for the massive takeoff of 5G in Peru. It should be noted that a few days ago, the MTC, the governing body of the sector, established provisions so that those telecommunications operators with spectrum in the 3.5 GHz band (star frequency for 5G) can make the necessary modifications and invest in the development of new services to improve the quality of life of Peruvians.

Through the aforementioned technical document, 3,250 MHz would be identified for public telecommunications services with 5G technologies in the millimeter band of 26GHz. In addition, 500 MHz of new, unlicensed spectrum would be identified for WiFi6 use in homes in the 6GHz band.

"This means that we are ordering the spectrum and identifying more bands so that telecommunications services can be massified and improved, especially to be able to expand 5G technology, which will bring benefits never seen before," said the director of Policies and Regulation in Communications of the MTC, José Aguilar.

The communications standard will have important effects on the economy and society with the possibility of connectivity at least ten times higher than current 4G networks.

The working document "Proposal for the allocation of 3.5GHz and 26GHz frequency bands and identification of the 6GHz frequency band for the development of digital services and technologies 5G and beyond", published in "El Peruano" through Ministerial Resolution No. 0796-2020-MTC/01.03, promotes private investment, encourages innovation and improves the quality of telecommunications services.

"The study proposes to compete in the same package, as in other countries, the largest amount of spectrum in the history of Peru: 600 MHz of the millimeter band with 300 MHz available of the 3.5GHz band, as well as reorganizing the frequencies contiguously to make the public spectrum tender attractive in the 3.5GHz and 26GHz bands, "The study proposes to compete in the same package, as in other countries," Aguilar said.

The aforementioned official pointed out that this technical document condenses the position of the MTC to massify the deployment and use of 5G technology, corresponding to the frequency contest itself to Proinversión in the first months of the following year. "We are leaving the solid foundations for the services that our country requires as well as projects for the following efforts," he added.

In application of the principle of transparency, this technical document is available to the public sector, industry, academia, the private sector and the general public for comments for 30 calendar days.

In turn, José Aguilar indicated that a virtual hearing has been projected to expand the debate and enrich the proposal. This mechanism of transparency and interaction with all stakeholders will allow the development of actions necessary for the use of state-of-the-art technologies for the population.
