CRC begins implementation of the first regulatory Sandbox

Colombia. The Regulatory Sandbox is a mechanism that allows innovation in the design of regulatory schemes promoting experimentation and innovation in the provision of ICT and postal services.

For this reason, the CRC established in May the conditions under which this tool will be implemented through which part or all of the regulatory framework issued by the CRC will be exempted, temporarily, so that Telecommunications Network and Service Providers and Postal Service Operators, as well as other interested agents, carry out tests on products, services and solutions on topics such as new connectivity solutions.

For the preparation stage of the first phase of implementation of this new regulatory mechanism, the CRC has the support of the National University of Colombia, which, through the signing of Inter-Administrative Contract No. 93 of 2020, will strengthen the Commission's capacities in terms of promoting alternative regulatory mechanisms to strengthen innovation and knowledge management leveraged in digital transformation.

During the months of September and October, training and training workshops on innovation and its application in the Regulatory Sandbox environment will be developed, according to the needs of the different value groups. Registration will be opened for these workshops, which have limited space to ensure better interaction. At the end of this stage, guidelines will be defined to facilitate the subsequent application of the Regulatory Sandbox by potential proponents.

"With the implementation of this mechanism, the CRC seeks to promote innovation in the sector and benefit users with a greater offer of quality products and services, working on the development of regulations that respond to the speed of technological disruption, anticipating the requirements of an increasingly competitive environment that requires innovative tools. We hope to have great participation in this space of experimentation and find solutions to great challenges such as connectivity," explained Carlos Lugo Silva, Commissioner and Executive Director of the CRC.

"Having a strategic ally of the quality and recognition of the National University will strengthen the transformation processes of the CRC as a convergent regulator that understands the sectoral dynamics and anticipates the requirements of an increasingly competitive environment," concluded Sergio Martínez Medina, Commissioner of the Communications Session of the CRC.
