Colombia begins transition from 2G and 3G networks to 4G

Colombia. The Transition Plan to New Technologies establishes the strategy through which the Ministry of Information and Communications Technologies, MinTIC, will lead the modernization of the mobile service ecosystem in Colombia in an effective and accelerated manner.

For the development of this plan, the ICT Ministry received 97 contributions or comments from 19 actors, including public entities, industry, international organizations, operators and citizens in general.

"Thanks to the contributions of all stakeholders, we were able to make a more solid, structured and adequate plan to the needs and characteristics of the country. We are contributing to the closing of the digital divide, improving access and quality of mobile service, benefiting all Colombians. We continue to work tirelessly, 24 x 7, to generate equity, opportunities, development and progress for people through ICTs," said Minister Karen Abudinen.

This plan is part of a series of decisions and interventions that the MINISTRY of ICT has developed, and will continue to do, to eliminate the barriers that prevent or limit access to a broadband Internet service for the entire population.

The document details the strategy that will be implemented to modernize mobile service technologies in the country, and that is composed of different stages of analysis with which it seeks to benefit all Colombians with cutting-edge international mobile communications. In this way, the benefits of ICT in society can be massified and encourage the potential migration to fourth generation networks in the medium term.

The Transition Plan to New Technologies contemplates 10 lines of action that will be developed from 2020 to 2022. Those of the first year are related to the elimination of barriers to the deployment of infrastructure, the monitoring of the deployment of new 4G infrastructure, as well as proposals for the reduction of tax burdens for 4G terminals, and mobile Internet plans aimed at the lowest strata and rural areas of the country. Joint actions will also be carried out with the CRC and the ANE, among other actors, focused on socializing the benefits of mobile infrastructure and analyzing regulatory conditions that accelerate the transition to new technologies, among which the update of the homologation process of mobile terminals and conditions for the gradual dismantling of 2G stand out.

By 2021, incentive generation schemes for mobile connectivity and IMT spectrum auctioning in the 700 MHz, 1900 MHz, 2500 MHz, and 3500 MHz bands will be analyzed.

The implementation of the Plan will be an accelerator of the strategies that have been advanced within the framework of the ICT policy 2018 - 2022 "The Digital Future belongs to All" and the advances that have been obtained to date. It takes into account the great advances in coverage expansion and modernization that will be made as a result of the spectrum auction held on December 20, 2019.
