Colombia will require OTT platforms to local section

Colombia. As approved in the National Development Plan 2018-2022, "Pact for Colombia, Pact for Equity", starting this year, video-on-demand platforms must have, for users in the country, a section easily accessible to the user in which audiovisual works of national origin are included.

To advance in this commitment, the Ministry of Information and Communications Technologies published the draft decree with which it regulates article 154 so that interested parties participate with their contributions, comments and suggestions, in such a way that it can be improved, collecting the points of view of Colombians and representatives of the industry, according to the announcement made by the head of the portfolio, Sylvia Constaín.

This measure will apply to services for the reproduction of video over the Internet. "All these platforms will have an exclusive section that highlights Colombian content, as is the case today with productions from the US, Spain, and other countries. It is an opportunity to make national productions visible: librettists, actors, directors, technicians win. The national industry wins," explained Rep. Catalina Ortiz, author of the proposal.

Colombia has everything to be a protagonist in the Latin American market. According to MinTIC, the country is the third largest market in the region by population and the fourth with the most subscribers with (12.8 million). It is estimated that in three years regional revenues for video-on-demand platforms would reach $6.43 billion a year. 83% will come from the five main markets: Mexico, Brazil, Colombia, Argentina and Puerto Rico.

CrC figures indicate that about 42% of Colombians are subscribers of digital video-on-demand (OTT) platforms. This trend is on the rise and has become part of the offer of audiovisual productions.

The measure is not a minimum quota of national content, it is a section that makes Colombian productions visible so that they have an increasing participation in video-on-demand platforms through the Internet. The National Government will be responsible for issuing the necessary aspects to comply with the article, taking into account the provisions of the international treaties signed by Colombia.
