Peru. The Ministry of Transport and Communications, MTC, published Supreme Decree No. 002-2020-MTC, which modifies the Regulations of the Broadband Law, which aims to massify internet services in rural areas and benefit more Peruvians with digital connectivity.
The measure redefines the concept of regional networks, so that regional transport operators can provide, after a public tender, final services to users and enables the RDNFO operator to provide international connectivity services.
This has an impact in favor of citizens with a greater offer of services with better quality, generates more dynamism in the telecommunications sector and will allow the massification of the internet at the national level.
"Digitalization is fundamental and important for our country, and we must ensure that the fourth industrial revolution leaves no one behind. It's about making digital pathways available to everyone," said Deputy Communications Minister Virginia Nakagawa.
It has also incorporated general criteria that must be considered to define the rates applicable to the networks, among them, the tariff flexibility to allow discounts for volume, capacity, contracting time among others.
"The main purpose is to improve the quality of life of citizens so that they can have access to telemedicine and teleeducation, among other information and communication technologies," said the deputy minister.
The rule does not imply changes in the current contracts, unless the parties decide the adequacy of their stipulations to the regulatory changes; and has a solid technical, economic and legal rationality.
"This is the result of months of a great effort together with the advisors hired by the World Bank, two pre-publications and public hearings that helped to improve the regulatory proposal," said the deputy minister.
