MTC proposes to reorder frequencies to improve spectrum

Peru. The Ministry of Transport and Communications, MTC, published the proposals for reorganization for the frequency bands 2.3 GHz and 2.5 GHz, through Directorial Resolutions Nos. 070-2019-MTC/27 and 071-2019-MTC/27, respectively.

The objective is to reorder the frequency bands, to allow a better use of the radio spectrum at the national level, which will benefit more Peruvians with the deployment of modern services, based on new technologies such as 4G and 5G mobile telephony, the development of smart cities, the Internet of Things, among others.

Currently, in the 2.3 GHz band, where wireless fixed telephony and wireless fixed internet services are provided, are the operators Americatel Peru, Direcnet (both of the Entel Peru Group) and Dolphin. The proposal suggests that 30 MHz of spectrum be released in this band in Lima and Callao, and 30 MHz at the provincial level, which may be allocated through public tender. It is estimated that the amount to be raised thanks to this process would be approximately US $ 85 million.

While in the 2.5 GHz band, where fixed and mobile wireless internet services are provided, there are the operators Entel, Grupo América Móvil, Viettel and Cotel. The proposal establishes the recovery of 40 MHz of spectrum at the national level and 20 MHz at the level of Lima and Callao, which must be allocated by public tender, which could raise approximately US$ 114 million.

As a consequence of the reorganization, investment commitments can be determined with the operators involved, which are defined according to the final amount of spectrum they would maintain, the validity of the concession and the amount of spectrum returned; in accordance with the Specific Regulation for the Reorganization of a Frequency Band, approved by Supreme Decree No. 016-2018-MTC.

Until March 4, the MTC will receive comments and contributions from citizens, and from public and private institutions interested in contributing to the aforementioned proposals that can be found on the ministry's institutional portal.

This reorganization process materializes the commitment of the MTC with citizens in order to deploy more and better telecommunications services, in an environment of equal conditions, transparency and legal certainty.

It should be remembered that the reorganization of both frequency bands began on December 4, 2018 through Directorial Resolution No. 738-2018-MTC of the General Directorate of Communications Concessions of the MTC.
