Osiptel proposes to strengthen telecommunications supervision

Peru. A proposal for the strengthening of the supervisory function of public telecommunications services, which introduces the use of new technologies in the monitoring of operating companies, was presented by the Supervisory Body for Private Investment in Telecommunications, Osiptel.

With this new approach to supervision, the regulator proposes to use automated methods to remotely access the computer systems and databases of operating companies to detect, in real time, any irregularity in the provision of mobile and fixed telephony, Internet and pay television services without having to wait or depend on the reports they issue.

Supervision with remote access will allow the regulator to act more quickly in the face of problems related to the quality of services, the attention made to users through different channels and complaints in the first instance. It will also help reduce the asymmetry of the existing information between OSIPTEL and the supervised entities and eliminate the potential scenarios of sanction to the operators generated by the breaches in the information requirements. 

"We have to aim for supervision more linked to technology than to the face-to-face performance of our supervisors in the field, so that it is more effective, more efficient, more contemporary with the problems that may exist in the networks and, in addition, less expensive. Thus, companies will have the incentive to provide better services because they will know, obviously, that the regulator is looking at what happens in real time, "said the head of OSIPTEL, Rafael Muente Schwarz.

According to OSIPTEL, the current system was implemented within the framework of a less dynamic market, but the evolution of telecommunications, consumer behavior and the increasing demand for better quality services require an update of monitoring techniques to achieve better results through the use of new technologies.

Following the publication of the resolution, the regulator expects to receive comments from all stakeholders in the matter.
