Mexico. The Federal Institute of Telecommunications, IFT, opened a public consultation process to obtain opinions and comments from industry, academia and any interested party, on the elements that could be valued for the development of Spectral Efficiency Metrics, MEE.
For this reason, the Radio Spectrum Unit prepared a reference document called "Measurement of Spectral Efficiency. Definitions and considerations to observe for its application in Mexico", which provides background information to facilitate the response to the participation form in the public consultation, which will be available on the IFT portal from December 3, 2018 to January 29, 2019.
According to the Federal Law on Telecommunications and Broadcasting (LFTyR), the Institute must establish the spectral efficiency metrics that will be mandatory, as well as the measurement methodologies that allow quantifying them.
To that end, a number of factors influencing the use of the radio spectrum should be weighed, such as the physical propagation properties of the frequency bands for the provision of radiocommunication services; the technical characteristics of the networks deployed (antennas, transmitters, receivers, media access techniques, technology used, among others); as well as the regulatory conditions under which public services of general interest of telecommunications and broadcasting are provided.
In this context, a mechanism for assessing the efficient use of radio spectrum is through the establishment of ESMs, from which objective numerical indicators are obtained that are used to assess the degree to which this resource is being used in the provision of certain telecommunications and broadcasting services.
However, prior to the establishment of the ESMs, it is necessary to define and limit the concept of efficiency when it refers to the radio spectrum, to determine the mechanisms to measure spectral efficiency, the parameters and factors that must be considered and how to parameterize the result of the application of the metrics.
By submitting the elements of the ESM to public consultation, it is sought, among other things, to generate an open and inclusive space that involves all stakeholders, and to obtain their opinion regarding the efficient use of the radio spectrum in Mexico. Their participation will be a valuable input for future actions undertaken by the IFT regarding the development and application of metrics.
