Osiptel assumed the presidency of Regulatel

Peru. The Supervisory Body for Private Investment in Telecommunications, Osiptel, assumed the presidency of the Latin American Forum of Telecommunications Regulatory Entities, Regulatel, for the period 2019, within the framework of the 21st Plenary Assembly that took place in Lima and brought together representatives of six regulatory entities in the region and two in Europe.

Rafael Muente Schwarz, head of Osiptel, said that one of the actions he will promote will be to articulate the work with his peers to empower users so that they can fully exercise their rights in the contracting of services.

He said that although technology has taken important steps, and the services provided have also evolved significantly, users in Latin American countries face to a greater or lesser degree a problem of information asymmetry, which must change.  

Declaration of Lima
At the meeting of regulatory bodies, the Lima Declaration was signed,  which commits Regulatel members to redouble their efforts to reduce the information gap that could directly affect decision-making and the better exercise of users' rights.

As well as taking measures to reduce information asymmetry between operators and users of telecommunications services; to promote among the members, the use of technological tools for the verification of the conditions of provision of services to users and to develop actions to encourage the improvement of the complete cycle in the provision of telecommunications services from the perspective of users.

Likewise, to promote the use of applications made available to users, which allow the best empowerment of these against the use and provision of services; Promote the regulation of the international blockade of stolen, stolen or lost terminal equipment and examine good practices associated with the empowerment of users in other regions, such as Europe, through BEREC success stories, for application in the Region.

The Lima assembly was attended by representatives of Argentina (Ente Nacional de Comunicaciones – Enacom); Brazil (National Telecommunications Agency – Anatel); Bolivia (Telecommunications and Transport Regulation and Oversight Authority – ATT);  Colombia (Communications Regulation Commission – CRC); Mexico (Federal Institute of Telecommunications – ITF Mexico) and Paraguay (National Telecommunications Commission – Conatel). Also present as observers were the representatives of Spain (National Commission of Markets and Competition – CNMC) and Italy (Authority for the Guarantee in Communications – AGCOM).

The Regulatel was created in 1998 in order to promote the development of telecommunications based on the cooperation and coordination of the regulatory bodies that make it up, and is currently the only forum for debate and discussion of technical and regulatory issues of telecommunications services in this part of the region.
