Peru. The Deputy Minister of Communications, Virginia Nakagawa, was in favor of reviewing the legal framework of the telecommunications sector, especially and as a priority, the Broadband Promotion Law (Law No. 29904) to ensure that high-speed internet services reach all Peruvians and the most remote areas of the country as soon as possible.
The Ministry of Transport and Communications, MTC, is working on the new legal framework with international advisors from the World Bank and CAF and in parallel can coordinate with the Transport and Communications Commission of the Congress, said the deputy minister during a forum organized by the parliamentary group.
He explained that when the contract for the installation of the National Fiber Optic Backbone Network (RDNFO) was signed in 2014 it was believed that private networks were not going to grow, which was a mistake and today this great infrastructure is underused without being able to reach end users.
On the other hand, he welcomed the initiative to evaluate the improvement aspects of the current Telecommunications Law, but always under the context of predictability, legal certainty, and respecting the necessary framework required by private investments.
"All this on the essential and central basis of the well-being of citizens. The MTC has a fundamental responsibility, especially in favor of rural areas and of preferential social interest," he said.
He added that work has been done to achieve a great revolution in favor of our country. In this regard, it has been provided that all frequency assignments, even in provinces, should be given by public tender. Likewise, the Regulation of Reorganization of Frequencies has been approved, and this year, the new goals of use of the electric radio spectrum and the Regulation for the Lease of Frequencies will be pre-published.
