Peru. The Peruvian Government issued Supreme Decree No. 016-2018-MTC/01.03, which approves the specific regulation for the reorganization of a spectrum frequency band. It is a measure that seeks to promote a better use of the radio spectrum in an orderly manner, generate greater and better telecommunications services with new 5G technologies, and make it possible to close digital gaps in areas lacking services.
The approved Regulation contains mechanisms that, as a result of its application and in the face of a greater economic valuation of the frequencies assigned, establish obligations to the operating companies of, among others, coverage in areas lacking services or little coverage.
The Regulation seeks to order the frequencies so that there is greater efficiency, value and quality for the benefit of users in general within a framework of respect for contracts, but always based on an "efficient use" that is the central axis of any real spectrum policy.
As for its application in the short term, it is estimated that for the first half of 2019 the first group will be rearranged and by the end of the same year it could have concrete results, which users will see reflected in a better coverage of the mobile service throughout the country.
As a result of the reorganization of frequency bands, it is expected that telecommunications services to citizens will improve, that competition in the sector will be boosted and that the Peruvian market will be made more attractive.
In this way, greater deployment of infrastructure will be generated, better coverage of the provision of mobile service, such as the progressive implementation of new technologies (for example, 5G) and will allow closing digital gaps in areas lacking telecommunications services.
In its comments, the Ministry of Transport and Communications received comments from the World Bank, telecommunications companies operating in Peru, Osiptel, manufacturers, international operators and representatives of telecommunications companies.
