IFT makes public consultation on infrastructure

Mexico. The Federal Institute of Telecommunications, IFT, approved to submit to public consultation the "Preliminary Draft of Guidelines for the delivery, registration and consultation of information for the formation of the National Infrastructure Information System (SNII)", which defines the information that this platform must contain, as well as the terms and deadlines for the delivery, registration and consultation of the data it contains, as appropriate, of concessionaires, authorized, security and law enforcement authorities, public institutions, universities, public research centers and, where appropriate, individuals.

In accordance with the provisions of the Federal Law on Telecommunications and Broadcasting (LFTyR), the SNII must have georeferenced information, so the Draft Guidelines specifies that the information made available to interested parties must be in vector files, which allow it to be displayed on a map of the national territory, which will be useful for the purposes of infrastructure sharing and deployment.

The Preliminary Draft Guidelines provides, among other things, that the SNII guarantees the ability to preserve the confidentiality, integrity and availability of information, so it considers as fundamental requirements for the request for information to have, for example, an advanced electronic signature, which will give reliability on the protection and handling of the data.

It is also noted that applicants will have access to the information, as long as they meet the requirements set forth for such purposes. The foregoing, regardless of what is stated in article 181 of the LFTyR, which provides that the information contained in the database will be reserved in terms of the Federal Law on Transparency and Access to Public Government Information.

The document is also accompanied by information formats where the infrastructure elements are specified, with their respective associated indicators, as well as a "Data Dictionary" where each of them and the frequency of updating of the data recorded in the SNII are defined.

It also indicates that individuals who wish to make real estate available to other concessionaires for the installation of infrastructure, may request the Institute that their information be registered in the SNII, which will be part of the Public Registry of Telecommunications (RPT).

The public consultation process of the Preliminary Draft will last 30 working days, from October 24 to December 5, a period in which comments and opinions will be received from industry, academics, analysts and society in general, with which the final document that will be submitted to the Plenary for approval will be enriched.
