Peru will have a new methodology to measure spectrum

Peru. The Ministry of Transport and Communications, MTC, prepares a regulatory proposal that seeks to establish the methodology for measuring the use of this resource, under criteria of maximizing its efficiency, following the best international practices in this area.

"Frequencies are a scarce resource. The State makes them available to operating companies so that they can provide public telecommunications services. The point is that they must use it efficiently, in favor of guaranteeing quality and greater coverage in favor of users and, in particular, those who do not yet have such services," said the Deputy Minister of Communications, Virginia Nakagawa, during the workshop "Efficiency and innovative use of the radio spectrum in Peru" that brought together international experts and the World Bank.

On the other hand, Doyle Gallegos, regional leader of Telecommunications of the World Bank, reported that this institution provides technical assistance to the Ministry of Transport and Communications on innovative uses for remote wireless services in rural areas. "We have started studies, and we presented the first draft in December. We have now finished a report on the issue of efficient use of spectrum," he said.

The Secretary of Information Technology and Telecommunications of the Ministry of Communications of Argentina, Héctor Huici, explained that the spectrum allocation processes must contribute to achieving its effectiveness, as well as other criteria of economic efficiency to be taken into account.

Sectoral progress
In February 2018, the MTC identified potential frequency bands for the provision of international mobile telecommunications (IMT) services based on 4G and even 5G technologies. In addition, it provided for changes in the National Frequency Allocation Plan, as well as the reservation of frequency bands to carry out their reorganization, and subsequent public tenders, if applicable.

Meanwhile, in March 2018, the MTC published Vice-Ministerial Resolution No. 242-2018-MTC/03, which modified the channeling of the frequency band 2500 – 2692 MHz for the provision of advanced mobile services.

The sector evaluates the methodology for the relocation of existing operators under criteria of new obligations in expansion of coverage and improvement of existing infrastructure for the benefit of users. Also the procedures for the allocation of the spectrum available in that band.

In December 2017, the methodology that determines the amount that mobile phone companies must pay for the use of the radio spectrum was updated. Economic incentives were incorporated for companies, such as the reduction of the amount of payment for the concept of fee for the use of the radio spectrum, for those that make technological improvements in their existing networks (such as, for example, only having voice, being able to also have access to data such as internet access).
