In Mexico, tender for 257 radio frequencies advances

Mexico. 167 of the 421 initially interested to participate in the tender for 257 radio frequencies, received the quality of participants by the Federal Institute of Telecommunications, IFT.

In the second part of the bidding process, which includes 191 radio frequencies in the FM band and 66 in the AM band, which is called "Evaluation, assessment and issuance of certificates of participation", the IFT determined that 167 interested parties accredited their administrative, legal, financial and technical capacity. 150 received authorization to participate in the contests within the limits of frequency accumulation established in the rules and were not subject to any conditions.

In the case of 17 interested parties, they identified risks in terms of economic competition that could generate an accumulation of frequencies greater than the limit established in the bases of this tender, so  the Plenary resolved that the Participation Certificates will be granted only if the interested parties agree to comply with  the  conditions imposed, whose purpose is to promote entry and competition in the provision of commercial radio services in favor of of the hearings.

In this sense, it was resolved to issue the certificates that allow interested parties to achieve the quality of participants and advance to the third phase of the process that, according to the Calendar of Activities of the bidding rules, will begin on January 30 with the practice sessions of the Bidding Procedure.

Of the 167 interested parties entitled to the Certificate of Participation, 142 received the status of New Competitor in the Market for one or more of the lots in which they may participate. This condition, according to the rules, translates into a stimulus of 15% in points in the bidding process of the tender.

Similarly, 128 interested parties undertook to carry out, from the beginning, analog/digital simultaneous transmissions with the IBOC standard in the FM radio stations associated with one or more of the lots for which they will be able to participate. The latter reveals the interest in carrying out digital radio transmissions by a significant number of interested parties in the bidding process.

According to the Calendar of Activities of the process, between January 23 and 27, the Certificates of Participation will be delivered to those who have complied with all the requirements, and electronically those who did not obtain a favorable resolution will be notified of the causes based on the respective Technical-Legal Opinions and Economic Competition Opinions prepared.

In the same session, the Plenary resolved not to grant Proof of Participation to 254 registered interested parties who did not comply with the established requirements: 213 who did not authenticate with their Advanced Electronic Signature (FIEL) all the information and upload of documentation required through the Electronic System of Registration and Presentation of Offers (SERPO); the remaining 41 interested parties did not fully comply with other requirements for obtaining the corresponding certificate.

In accordance with the bidding rules themselves, the Institute will make public the identity of all participants until after the conclusion of the bidding process.
