During the first regional public television table of 2016, organized by the ANTV, the director of the entity Ángela María Mora Soto and the National Television Board met with the managers of the eight regional channels in the country to work on the main aspects of the regulation of the Promotion of the Television industry.
To follow up on the different investment plans of the channels and design the strategies to strengthen public television in a coordinated manner among the operators, the National Television Authority convened a working table with the managers of Canal Capital, Telecaribe, Teleantioquia, Telepacífico, Telecafé, Canal TRO, Canal Trece and Teleislas.
The meeting revolved around the explanation of the operation of the Fund for the Development of Television and Content – FONTV and the availability of resources for the implementation of Digital Terrestrial Television – DTT – and the operation and functioning of the public operator RTVC for 2016.
The conditions for the submission of investment plans, approval resolutions and adjustments required by such plans were specified. For the specific case of regional channels, a minimum execution of 20% of the resources allocated to programming was requested, through public calls aimed at the production of content, prioritizing the producers of origin and domicile of the respective region.
This policy aims to promote the television industry related to human talent and local creativity, so event broadcasts and the rental of equipment and services are not part.
Additionally, during the working day it was indicated that the ANTV will carry out a complete follow-up work and verification visits of the execution of resources through review of the contractual supports to the respective channels.
It is important to emphasize that non-compliance in the execution will force the respective reimbursements of the capital executed under conditions different from those stipulated in the regulations, the investigation by the Control and Surveillance area of the ANTV that may lead to the imposition of fines or sanctions on the operator and possible disciplinary and fiscal investigations because the Comptroller General of the Republic has observed a possible misuse of resources.
