CNTV held a workshop aimed at community producers

Chile. Continuing with the promotion of the new Community Production Fund, created last June and in force until August 17, the National Television Council together with Televisión Nacional de Chile held an orientation workshop for all those interested in the field of community television.

The "Community Production Workshop" began with a table led by CNTV professionals, willing to answer the questions of the bases and conditions of the new fund.

After this instance, the welcome was in charge of Carmen Gloria López, Executive Director of TVN, who valued the openness promoted by the CNTV, and the willingness of the channel of all Chileans to collaborate in the democratization process that implies the new digital TV.

The President of the National Television Council, Oscar Reyes, meanwhile, began his presentation referring to the imminent introduction of Digital TV in the country. "Without a doubt, Chile is experiencing some of the biggest transformations in the television industry. And they are all invited to work on it. We all want to have a better TV. With more culture as we have seen in recent months, with more content and better quality, for this we have a great challenge, which presents us with digital television, a television where everyone fits; and activities and meetings like this one seek to share and strengthen that ideal of promoting pluralism."

"Community production is a fundamental public policy of the National Television Council, since we want to contribute to community television having the same opportunities as traditional channels, above all, because of the direct local and territorial connection, with their communities, with their neighbors, as well as with the cohesion and social strengthening they achieve with their community, "- complemented the president of the CNTV.

The Director of the Digital Television program of the Undersecretariat of Telecommunications, Rodrigo Ramírez picked up the spirit that the new digital TV entails in terms of the introduction of new actors to the television field. "Community broadcasters have the possibility of influencing this new ecosystem that defines digital TV. They must be a strategic part of the development of their communities."

Eduardo Ravani, television director and founder of TVN, made a pedagogical introduction to television production, in which he distinguished and analyzed the different stages of the long process involved in producing television, with emphasis on the conditions currently imposed by technology and called on the audiovisualists gathered to take challenges and risks. "Entrepreneurship is growing. Forget about stability and security; they will probably fall many times, but they must be lifted. Everyone here is an entrepreneur, who has gotten into a mess. The discipline and clarity required to undertake an audiovisual project like the one they want are not easy to achieve, and a community channel that does not create, copies, and that does not make sense: they have to look for the different".

The day ended with thematic panels, around the "TV Production" and "In front of the cameras", with the participation of journalists Santiago Pavlovic, Nazelí Nazar, Solange García and Oscar Soto.

The new Community Production Fund is available until 17 August at 5:00 p.m. Non-profit legal entities that produce content of community interest such as information, environment and other issues that give preference to neighborhood councils, agricultural associations, indigenous communities and groups of a similar nature can apply.

Each applicant can apply for only one project with a limit to request of 30 million. The total that will deliver the 2015 contest is 264 million pesos.

According to data from the "National Cadastre of Regional, Local and Community Channels 2015", carried out this year by the CNTV, and after identifying 99 signals in the non-national television system, it has been established that 90.9% of community channels transmit today on open television, while 4.5% do so by cable and 4.5% by both, where 56% broadcast on a continuous schedule and whose main problems are equipment and financing.
