Argentina. AfSCA's decision to promote a policy of registration of local broadcasters at the federal level is part of the lack of opportunities for access to vocational training, which added to the mandatory registration for professional practice, left thousands of voice workers who for years demanded a solution to their problems in a situation of lack of protection.
Resolution COMFER 709/03 establishes the figure of the local announcer for people who work in localities located more than 75km from the Federal Capital and more than 50km from any institute that has an affiliation agreement with the Higher Institute of Radio Education (ISER).
To access the local registration, applicants must demonstrate their suitability by passing an exam (the contents to be evaluated are provided by Res. 709/03, Annex I, Art. 12 inc.b), in addition to certifying reliably having their secondary studies approved (Res. 709/03, Annex I, Art. 6, inc. a), section I).
From 2012 to date, approximately 2115 Local Announcers have been enabled in different parts of the country.
The provinces that have public members are La Rioja, Formosa, Misiones, Santa Fe, Buenos Aires, Capital Federal, Chubut and Mendoza. On the other hand, there are private appointees in Mendoza, Santa Fe, Buenos Aires and Capital Federal, Jujuy, San Juan, Chaco, Entre Ríos, Tucumán, Salta. In total, 70% of the institutes attached to ISER are private.
The examination that must be taken to obtain local enrolment in no way replaces systematic vocational training for 3 years.
In accordance with the provisions of Resolution 709/03, the local martícula certifies knowledge acquired by the specific practice for years, which depends on the approval of the mandatory exam. For this reason, the training provided is leveling and orientation, but it is not intended to supplant academic training. Through this legal recognition, the workers of the locution can be registered as such, reaching all the labor rights in force.
It should be noted that until a few years ago the same registration was obtained by sending a recording to the ISER, where it was corrected without return and in the absence of the evaluated. Currently, ISER teachers travel to the territories, meet the applicants, provide training and then evaluate, duly considering each reality and that of its inhabitants.
